# Part I · The architecture

The thesis. Enforcement lives outside the model, in surfaces it cannot reach: a decision-time gate, an external governor, defence in depth, and a stateless construction that survives context loss without fabricating progress. These four chapters are the spine the rest of the monograph attaches to.
